Fed expected to hold rates steady days ahead of U.S. midterms

Published: October 24, 2026 at 9:43p.m. EDTThe U. S. Federal Reserve appears set to hold interest rates steady at its meeting next week, analysts say, despite stubbornly high inflation and with markets pricing in at least one rate hike before year-end. The central bank’s Federal Open Market Committee (FOMC) will meet over two days, announcing its decision at 2:00 pm local time (18:00 GMT) on Wednesday. The Fed has missed its long-term two-percent target for inflation for more than five years, and at its last meeting in September the FOMC voted to raise the key federal funds rate for the first time in three years, lifting the target range to 3.75 percent to 4.0 percent. The Fed’s meeting comes days ahead of key midterm elections in the United States on November 3, with the Democratic Party seeking to wrest control of both houses of Congress from U. S. President Donald Trump’s Republicans. Trump frequently berated and criticized Fed Chair Kevin Warsh’s predecessor Jerome Powell over interest rates -- which he deems to be too high -- but has so far refrained from targeting the man he appointed to replace him over the issue.

Lindt got chocolate price hikes wrong, chairman says after CEO’s ouster

Published: October 24, 2026 at 8:41p.m. EDTZURICH - Lindt & Sprüngli LISN. S has struggled because it misjudged how consumers would respond to price increases, the chair of the Swiss chocolate maker said, days after the company ousted its CEO over concerns about its performance. In an interview with the NZZ am Sonntag newspaper, Executive Chairman Ernst Tanner said the firm, whose shares have tumbled more than 25 per cent this year after recent outlook cuts, was largely suffering because it had misread the market in Germany. “We misjudged how customers would respond to price increases. After cocoa prices reached historic highs from 2024 onwards, we wanted to pass on those additional costs. In doing so, we overestimated how much we could raise prices without hurting demand,” he said. “For some consumers, our products clearly became too expensive in recent months.”“Lindt & Sprüngli as a whole, however, is not in crisis,” Tanner added, arguing the company’s shares are now undervalued.

Elon Musk says he cut back Starlink access in Ukraine, impacting defence operations

KYIV, Ukraine — Elon Musk said on Saturday that his company SpaceX had throttled the Starlink satellite internet service in Ukraine, disrupting operations that the country relies on to defend itself against Russia. Musk’s admission on social media came after Ukrainian President Volodymyr Zelenskyy said that Ukraine’s access to Starlink and Starshield satellite links has been restored to the speeds it had before restrictions that disrupted front-line operations for more than a week. Questions have persisted since last week about who ordered the interruptions to the Musk-made satellite internet system that Kyiv has relied on for years to counter Moscow’s attacks. “The speeds are now where they need to be,” Zelenskyy wrote on X, adding that restoration began overnight and were sufficient by Saturday morning, improving front-line logistics and defense against Russian jet-powered Shahed drones. Musk admits he was behind Starlink’s speed restrictionAfter Ukraine said the services had been restored, Elon Musk spoke out on the speed restrictions that began last week. In a post Saturday on X, Musk acknowledged that his company SpaceX throttled the Starlink satellite internet service.

‘Something to worry about’: Parliamentary budget officer concerned about Carney government’s debt levels ahead of budget

Published: October 24, 2026 at 10:20a.m. EDTCanada’s parliamentary budget officer is raising concerns over Canada’s debt levels, with the federal government set to table its budget in a little over a week. The PBO released her latest economic forecast on Tuesday, which is projecting slower growth in the country’s real GDP forecast, and laying the blame at the feet of the U. S. tariff war on Canada. The outlook also spells trouble for the federal government’s debt, and the cost of servicing that debt, projecting a growing debt-to-GDP ratio in the coming years. Declining deficit-to-GDP ratio is one of the federal government’s fiscal anchors. But, according to PBO Annette Ryan, the charges to service the debt is “the fastest-growing piece of government spending right now.”How to set CTV News as your preferred source on Google“It sounds like a strong word to say ‘anchor,’ that spending is going to be held in check, but keep in mind … the government has a very, very expansionary plan,” Ryan told CTV Question Period host Vassy Kapelos in an interview airing Sunday, when asked what that means for the fiscal health of the government’s finances.

OpenAI resumes frontier AI training after security overhaul, discloses flaw in widely used software

Published: October 23, 2026 at 9:10p.m. EDTAI strategist and media consultant Mohit Rajhans discusses OpenAI’s decision to halt the release of the newest ChatGPT model due to concerns of ‘going rogue’. OpenAI said on Friday it had resumed training of its most advanced AI models after tightening security and barring internet access, and disclosed a flaw in a widely used software that it found while testing its defences. The disclosure comes amid concerns over the ability of increasingly capable AI agents to identify and exploit software flaws, including in the guardrails meant to contain them. OpenAI had paused training of its most capable models after one of its research models used a configuration error to gain limited internet access in September. The company said it contained the incident and used the pause to strengthen its defences. To test them, OpenAI had teams of AI agents try to break out of their restricted environments. It said the agents found previously unknown flaws, which it had fixed, and training resumed on Oct. 1. During that exercise, the ChatGPT maker found a flaw in Brotli, a widely used data compression tool.

BP, Louisiana agree to Deepwater Horizon settlement payout, resolve coastal cases

InternationalPublished: October 23, 2026 at 5:51p.m. EDTThe Deepwater Horizon oil rig burns in the Gulf of Mexico on April 21, 2010. (Gerald Herbert / AP Photo) BP announced a deal on Friday that provides Louisiana an accelerated, lump-sum US$350 million payment to resolve claims over the 2010 Deepwater Horizon oil spill and that also settles long-running coastal damage litigation by local parishes. BP agreed in 2015 to pay up to US$18.7 billion to the federal government and five states to resolve claims arising out of the oil spill. That money includes US$4.9 billion payable over 18 years to settle economic and other claims by the states. While Louisiana had been owed US$373 million over the next seven years, the state will now receive a single US$350 million payment. BP said remaining coastal zone lawsuits by Louisiana parishes will be resolved. It did not provide further details. “We have now disposed of claims and settled with all but one of the major defendants in these coastal cases,” Louisiana Gov. Jeff Landry, a Republican, said in a statement distributed by BP.(Reporting by Ankita Bora in Bengaluru and Nate Raymond in Boston; Editing by Joyjeet Das)

Industry Minister Mélanie Joly wants to build an aluminum rolling mill in Canada

Published: October 23, 2026 at 5:34p.m. EDTIndustry Minister Mélanie Joly says new federal investments announced Friday are a first step toward reducing the Canadian aluminum sector’s dependence on the United States. Joly, who is also the minister responsible for economic development in Quebec, made the comments in La Baie, Que., where she announced more than $193 million in federal funding for projects at four Rio Tinto facilities in the Saguenay-Lac-Saint-Jean region and at the Alouette aluminum smelter in Sept-Îles, Que. “The aluminum industry is much more than an economic driver. It is also a strategic industry for our country and for Canadian sovereignty,” the minister said in her speech. Citing the economic upheaval caused by tariffs and the unpredictability of the American government, Joly said that “in this new context, we must be able to produce more of what our economy needs right here in Canada.”She also said the funding is a first step toward strengthening the Canadian aluminum supply chain. Trump to remove 50% tariffs on some Canadian goods. Here’s what we know

The White House has made another wide-ranging shuffle to its tariff regime on Canadian goods. Among those products: Seaweed, packing boxes and some plywood sheets are out. Cocoa power, vinyl flooring and shampoos are in. A full list of goods now facing 50 per cent tariffs is available here. The changes will take effect at the end of the month. Earlier on Friday, Republican Maine Sen. Susan Collins said she has secured tariff exemptions on a variety of Canadian products to bolster domestic agriculture. “I am pleased to have secured additional tariff exemptions (for) products crucial to Maine’s agricultural industries, including blueberry, potato, apple, and seaweed producers,” she wrote on X Friday. “Many of our farmers and growers rely on specialized equipment, packaging materials, and other products from Canada that are either unavailable from American suppliers or cannot be replaced without incurring significant expense.”Collins requested tariff relief during discussions with U. S. Trade Rep. Jamieson Greer, Treasury Secretary Howard Lutnick – both of whom have been involved in negotiations with Canada – and senior Trump administration officials, she said.

How Canadian publishers are pushing back against AI

TORONTO — In the absence of surefire technology to determine whether something was written by artificial intelligence, some Canadian publishers say they have to rely on something nearly as thorny: trust. Alana Wilcox, the editorial director of Coach House Books, wrote in an email that the company asks writers to be upfront about whether their work contains material generated by AI. She says the existing tools to discern the use of AI aren’t reliable. There is renewed attention on the role of artificial intelligence in the book industry after a Quebec publisher cut ties with an author accused of using AI to write his debut novel. Earlier this week, Montreal-based publishing house Les Éditions du Boréal said an analysis of some documents’ metadata found evidence author Thélyson Orélien used AI while writing his novel “C’était ça ou mourir” (“It was either that or dying”). Allegations that Orélien used AI in his book first emerged on social media in September. The author denied using AI to write the book but said he had used it for research. Orélien did not respond to The Canadian Press’ request for comment following the publisher’s announcement on Wednesday.
